i think if u bent ur left leg backward and pull him downward in rotation move he will fall without osoto gari

In this example, my left foot (the guy in blue) is the pre-turning foot. As I shift into the left foot and automatically rotation, the left foot becomes weight-bearing and would be quite difficult to make any stepping action with (unless I loaded weight into the right foot).

That being said, I believe that you are correct in that this could easily turn into some form of te waza where the hands accomplish the throw with no intervention with the foot at all. During nage-komi and even randori I can create a moment of kuzushi where osoto-gari is accomplished without my right leg inserting to reap at all. This is most easily described by tori walking backward, uke walking forward; I do this by creating a moment of forward kuzushi on uke's left advancing step, then a moment of rear kuzushi on uke's advancing right step once his right foot has engaged the floor. This requires very precise timing that must be developed via high repetitions in nage-komi with non-resistive partners.
